In 1914, the armies and navies that faced each other were alike down to the strengths of their companies and battalions and the designs of their battleships and cruisers. Differences were of degree rather than essence. During the interwar period, the armed forces grew increasingly asymmetrical, developing different approaches to the same problems. This study of major military innovations in the 1920s and 1930s explores differences in innovating exploitation by the six major military powers. The comparative essays investigate how and why innovation occurred or did not occur, and explain much of the strategic and operational performance of the Axis and Allies in World War II. The essays focus on several instances of how military services developed new technology and weapons and incorporated them into their doctrine, organization, and styles of operations.

Allan R. Millett is a specialist in the history of American military policy and twentieth-century wars. He is the founder of the internationally renowned military history program at the Ohio State University, where he is Mason Professor of History Emeritus. Millett currently directs the Eisenhower Center for American Studies at the University of New Orleans, where he is the Ambrose Professor of History and serves as the Senior Military Advisor for the National World War II Museum. He is the author or co-author of eight books and co-editor of five others.

Readable and Good

This is an anthology of various articles. Generally anthologies are the pits as they tend to lack a central them and the quality will vary. These articles are generally by the authors and as such they are of an even standard.
There are a number of chapters that discuss a range of issues from the use of Tanks to the development of the Aircraft Carrier.
The book is interesting although the area covered is naturally enormous and the amount of space that can be devoted to complex subjects is naturally limited. Despite this most of the essays are interesting and not only for what they say. In the first essay about the development of armored warfare by way of an aside the writer attacks Gueridian as a sycophant and also as a person whose reputation was largely the result of self publicity. Later the English theorists Fuller and Liddell Hart are critiqued as presenting overly schematic histories of the First World War which warped the truth to fit in with their own theories. Interestingly the essay then goes on to suggest that the first world war infantry battles were so complex that even now we struggle to understand them and for that reason it was no surprise that Douglas Haig had the problems that he did.
All in all an interesting book although again very much a starting point for the issue it covers.

Williamson Murray and Allen R. Millett’s Military Innovation in the Interwar Period provides an excellent analysis of the various innovations that were developed between 1918 and 1939. Murray, the Matthew C. Horner Chair of Military Theory at the Marine Corps University, and Millett, the Raymond E. Mason, Jr. Professor of Military History and Associate Director of The Mershon Center at The Ohio State University, have complied an impressive collection of essays from numerous notable historians. Murray and Millet’s study “asks how one might study innovation and what patterns may characterize successful, guided changes.” (Murray/Millet, 3) As times change, the world that incubated the change and innovation that is being analyzed begins to disappear and be reformed; bringing with it a new set of circumstances that must be accounted for when attempting to apply lessons from the past.
In order to provide a cohesive anthology, Murray and Millet instructed their authors to “compare and contrast the different experiences of three or more national military organizations.” (Murray/Millet, 3) By giving specific guidelines for the authors to follow while constructing their pieces, Murray and Millett ensure that all parts of the anthology have a similar tone and it flows well throughout. The book is broken down into eleven essays, stemming from seven specific areas of innovation. The authors concentrated their study, and that of their contributors, to “armored warfare, amphibious warfare, strategic bombing, tactical bombing, submarine warfare, carrier aviation, and the development of radar.” (Murray/Millet, 3) The success of this work, however, is the individual voices that are distinguishable from essay to essay, yet they each feel like a part of a larger whole.
The individual experience of those nations involved in the First World War shaped their ambitions and focus for interwar innovations. Military Innovations in the Interwar Period discusses the various motivations for the national military organizations that were studied. The French saw a need for great national security, and thus built more trenches and defensive measures. The Germans, on the other hand, did not want to become trapped in another war of attrition, so they focused on mobile armor (tanks) that could smash through these First World War style defenses. The British saw a need to maintain their naval superiority, so they continued to expanded and modernize their fleet. The Americans and Japanese were competing for dominance in the Pacific, so they too were focusing on naval power, particularly aircraft carriers. Their experiences during the First World War and their immediate goals greatly influenced their means of innovation during the interwar period.
Military Innovations in the Interwar Period is certainly a respectable historical work, but it is also a guide for future paths of innovation. Throughout this study, the various authors explore how and why various national military organizations succeeded or failed. This crucial information is important for understanding the period between the First and Second World War, but it can also illuminate possible future paths for innovation.
