Peter Baldwin is Professor of History at the University of California, Los Angeles. He is the author of The Politics of Social Solidarity: Class Bases of the European Welfare State (1990) and Disease and Democracy: The Industrialized World Faces AIDS (2005).

Masterful, detailed comparative history

"Contagion and the State in Europe, 1830-1930" is a comparative history tour de force, combining political economy and epidemiology for an encyclopedic account of how states mobilized public policy against three devastating diseases (syphilis, small pox, and cholera). As a work of social history, Baldwin's ear is turned towards the social landscapes, as well as constraints, that shaped variation in policy. Behind each encyclopedic chapter, he attempts to locate the central variables driving state policy (geo-epidemiology and economics alike), arguing that public health strategies were not simply a function of political regime. To understand state response through Ackerknechtian logic misses the point. Whether you believe Baldwin's central thesis, this book is worth its weight--over 500 pages of fine print--for anyone interested in the history of social policy. Meanwhile, the skillful, perhaps even beautiful, prose is icing on a cake for a potential classic.

Baldwin first makes his case with the cholera epidemics blitzing Europe in the early 1830s. The first two swaths of the book are dedicated to the initial dramatic encounters with the disease and the evolution of policy as cholera became a persistent feature of public health concerns. From the early historical narrative, Baldwin pokes holes in Ackerknechtian logic: a tight fit between state response and regime type is flawed. It wasn't necessarily true that liberal Western states pursued vast sanitarist policies, while the eastward autocrats pursued heavy handed quarantinism. In fact, all nations in the 1830s faced the mysterious epidemic with equal severity--even liberal England showed little restraint in pulling the sick from their beds. As cholera came of age, and with it, scientific insights from Koch, regimes adjusted policy in distinct ways. While all states converged on a type of surveillance approach to cholera, trade reliance, state capacity, and geoepidemiology truly dictated policy variation. Britain's isolation allowed them to learn from the failures of hardline, Continental quarantine policy, while their reliance on sea-bound trade made strict quarantine of ships undesirable-particularly to capital. Meanwhile, the turn to sanitationist policy reflected a wealthy state's capacity to implement sweeping hygienic reform rather than an appeal to enlightened liberalism.

Baldwin's case of small pox, an equally puzzling illness, further illustrates the complexities of disease and state response beyond Ackerknechtian logic. Unlike other diseases, small pox policy revolved around the effective implementation of vaccination. While the efficacy of the smallpox vaccine was accepted universally, coercive vaccination policy inspired widespread reaction. Policy had to contend with social movements, and, like cholera, was mitigated by the capacity of states to actually implement policy. Unsurprisingly, repeatedly imprisoning the peasantry, or harvesting lymph from orphans inspired resentment in the populace, as well as social movements that bridged the political compass. While the ability of mass anti-vaccination movements to appeal to liberal states has coherence, for Baldwin, variation in policy is more aptly accounted for by the ineptitude of governments to implement good prophylactic policy. In Britain, vaccination was turned over to local Poor Law authorities and, unsurprisingly, was tainted as anti-poor. While vaccination activists were less convincing to Germany, the state readily accepted vaccination deficiencies and tempered fears with technical improvements that made universal vaccination policy feasible--not identified with draconian class warfare. Whatever the variation in politics or prophylactic strategy, Balwdin details a convergence to a mishmash of neoquarantinist policy with both voluntary and compulsory vaccination.

Perhaps the most intriguing chapter, is Baldwin's analysis of state response to venereal disease in the late 19th century. Unlike the anonymous transmission of small pox or cholera, syphilis was the product of discreet encounters, where social welfarist and moralist social movements collided in the form of "regulationism" and "absolutism," respectively. As public health responses evolved, nations converged along a spectrum of voluntary and statist approaches, more the result of social movements and timing than ideology. Scandinavia was an early adopter of universal, free, compulsory medical treatment. At the other end of the public health spectrum was Britain, which instituted voluntary strategies. Far from a product of British liberalism, this approach was rather the culmination of particulars of the isle's feminist movement and Puritanism , which spoke to regulating sexual morality of the demand side (men), rather than intervene directly with female sex workers. Baldwin goes to great lengths to describe the delicate interactions between shifting sexual mores, social movements, and the politics of treatment. Again, the complex social forces that molded state policy bolster Baldwin's thesis.

Each chapter of Baldwin's book could be a study unto itself in their level of breadth and detail. It makes cursory reading troublesome, as the complete picture of each epidemic is quite nuanced, with multiple subplots and themes. To summarize each disease to a paragraph is almost antithetical to the author's thesis. The devil, as a scholar of historical policy, is in the details. As a complete work, Contagion and the State stands as a detailed refutation of how neither political ideology nor scientific progress alone dictated the course of historical public health policy. Beyond being a go-to bibliography for historians of public health, this work is useful to any scholar of public policy, as well as economic historians and comparative history scholars.

About the Author
Ren? Descartes, known as the Father of Modern Philosophy and inventor of Cartesian coordinates, was a seventeenth century French philosopher, mathematician, and writer. Descartes made significant contributions to the fields of philosophy and mathematics, and was a proponent of rationalism, believing strongly in fact and deductive reasoning. Working in both French and Latin, he wrote many mathematical and philosophical works including The World, Discourse on a Method, Meditations on First Philosophy, and Passions of the Soul. He is perhaps best known for originating the statement I think, therefore I am.

Educated at University of London (BA, 1974) and University of Cambridge (PhD, 1977). Currently Professor of History of Philosophy and History of Science, University of Sydney. Previous Books include: Explanatory Structures (1978), Descartes: Philosophy, Mathematics and Physics (1980), Cartesian Logic (1989), Descartes, An Intellectual Biography (1995), Descartes: The World and Other Writings (Cambridge University Press, 1998), The Soft Underbelly of Reason (1998), Descartes' System of Natural Philosophy (2000) and Francis Bacon and the Transformation of Early Modern Philosophy (2001).

Karl Ameriks is McMahon Hank Professor of Philosophy at the University of Notre Dame. A recipient of fellowships from the Humboldt Foundation, the National Endowment for the Humanities, the American Council of Learned Societies, and the Earheart Foundation, he is the author of several books, including Kant's Theory of Mind and Kant and the Fate of Autonomy, and editor of The Cambridge Companion to German Idealism. He is also co-editor of the series Cambridge Texts in the History of Philosophy.

Desmond Clarke is Professor of Philosophy at University College Cork. He received a DLitt from the National University of Ireland, was Jean Monnet Fellow at the European University Institute in Florence, and has been elected to the Royal Irish Academy. He is the author of a number of books on Descartes and the seventeenth century, most recently Descartes' Theory of Mind (2005).

Not Your Average Cup of Metaphysical Tea

Forget what you thought you learned in your freshman survey of Western philosophy about the Descartes whose thought so nicely compliments "the Matrix".

Descartes spent a great deal of time in his other major works such as "The Discourse on Method", "The Principles of Philosophy", and even the "Meditations" trying to prepare his audiences for the mechanist theory he had already worked out in this work, which includes "The Treatise on Light "and "The Treatise on Man". My advice to you is to cut to the chase; this work is what Descartes was really about.

"The World" was never published during Descartes's lifetime, having been suppressed after the 1633 condemnation of Galileo. In the first section, Descartes presents through the imaginary figure of a "new world" a mechanist explanation of the universe and its intricate system of vorticies, in which he does his best to refute both the seventeenth century atomist and the long-reigning Aristotelian Scholasticism's cosmological theories. a fresh review of Caribbean early history

[[ASIN:0521626226 The Archaeology of the Caribbean (Cambridge World Archaeology)Sam Wilson's new book is a refreshing review of the early history of the Caribbean. Long awaited by both archaeologists and ethnohistorians, locals as well as non locals. The work does justice to many interpretations long held back in the dark by traditionalists and conservatives. The region has always managed to resist single minded interpretations of its human experience and Wilson's updates and insights will be well received.

Comprehensive summary of recent thinking in the field by one it's leading lights. Considering that it is Cambridge imprint, the editing is shockingly poor. It is littered with misspellings, and missing and extra words, and in desparate need of better maps. Otherwise, it is the book to read.

Comprehensive and brief, but the editing needs some work

This book is slender (180 small pages of text, with illustrations) but it manages to present up-to-date research on Caribbean archaeology comprehensively. The "pluralist" approach is interesting and consistent, and the descriptions of ecological adaptation are good. There is an invitation to a more radical approach to the Taínos (some paragraphs -- pages 142, 144, and 174, for instance -- do come out and say that the tag "Taínos" may be mistakenly merging different cultures under a false identity). However, the invitation is curiously tempered by several pages on Taíno society and repeated references to the Taíno. Something similar happens with the Island Caribs (page 148). On a side note, the book is full of typos and other mistakes (wrong references to figures, the fifth of seven chapters starts by saying it is the "final" chapter). I counted more than 15 of such errata, and for such a small book, and published by the excellent CUP, it came as a surprise.

Tompkins, "a bank clerk interested in modern science." (Tompkins's initials derive from three fundamental physical constants: c, the velocity of light; G, the gravitational constant; and h, the quantum constant.) George Gamow (1904 to 1968) was not only one of the most influential physicists of the twentieth century (one of the founders of the Big Bang theory) but was also a master at science popularisation. Of his many popular books, the best known is Mr Tompkins in Paperback (1965).

Mr Tompkins' Adventure in Physical Wonderland Modernized

The famous physicist and excellent popularizer of science George Gamow wrote the original version of this book "Mr Tompkins in Paperback" in 1965. Since then the understanding of the physical world from its smallest to largest entities has shown much progress. Thus the book, which was once one of the best classics in the genre of physics popularizations, needed a revision to continue its role of introducing the modern knowledge of fundamental physics to laypersons.
Russell Stannard, an able popularizer of science, courageously tackled this difficult problem of modernizing "Mr Tompkins." Four chapters out of 17 are entirely new. Old chapters describe the theory of relativity, quantum physics and atomic and nuclear physics through Mr Tompkins' adventurous dreams and a series of lectures given by "the professor" to the lay-audience. Tompkins is among the listeners of the lectures, gets acquainted with the professor's daughter Maud, and . . . Maud's look, hairstyle and dresses in illustrations and the episode of romance have also been modernized. The new chapters treat black holes, a high-energy accelerator ("atom smasher") and the results of physics gotten by it, quarks and the Standard Model, and the relation between the life of the Universe and particle physics.
Even the old chapters have been rewritten considerably. For example, Chapter 2 newly tells about an experimental evidence by neutral pion decay for the constancy of light speed, demonstration of relativistic time dilation at CERN by the change of life time of muons traveling at high speed, etc. The "twin paradox" of relativity has also been added in Chapter 2, and its further explanation is given in Chapter 3 (here is a minor but confusing error of "she" and "he" wrongly interchanged). I like this addition very much, because the "paradox" bothered me even after I had learned the theory of relativity at a university. (For a more complete explanation of the twin paradox, I recommend Max Born's "Einstein's Theory of Relativity" to readers of an inquiring mind.)
Being one of old Japanese fans of Tompkins, I feel a little sorry that the name of Hideki Yukawa has disappeared from the present version. Surely, his meson theory of nuclear forces became outdated, because constituents of nucleons and mesons, i.e., quarks and gluons, had been discovered. However, Yukawa's theory was a strong driving force for the birth of particle physics, and a good place where his name can be mentioned remains in Chapter 13 (in the original version it appeared in a later chapter, which has been omitted in the present version).
I highly recommend this book especially to young people who wish to major in physical sciences. There are a small number of simple equations of relativity and formulas of particle reactions. For those who are eager to learn about mysteries of the micro world and the universe, however, the presence of these would not be any hindrance to the enjoyment of the book but rather be an attractive feature. Some of old fans of Tompkins would also read the new version to welcome Stannard's good job.

Good Book but Needs an Index & Bibliography

This was an enjoyable book, but it would profit by an index and bibliography. I keep wanting to refer to material read earlier, and foundd it difficult to find. I finally used the glosary as the basis of an index. When I thought there was a term in the book that might also be in the glossary, I wrote the page number down in the glossary. It'll be useful when I return to the book, which I'm sure I will. I can understand why they didn't provide a bibliography, but even a one pager would help. It only needed to be topic driven and not historically driven. Don't need a chronicle of events. I'm sure they didn't want to add to the expense or turn the book into something of an academic book.
Much of the material in the first few chapters is available in books like Epstein's Relativity Visualized, which I highly recommend. I really like the last three chapters, which were added to the book. The chapters on how particle accelerators work and on elementary particles were very good. The later was a very insightful treatment on how the particles got their properties. Very well done. Also liked the chapter on space curvature. A reference might be good here on non-euclidean geometry, or naybe a reference to Abbott's Flatland or Ian Stewart's Flatterland, although they aren't on non-euclidean geometry.
The introduction of fictional characters in the Tompkins book is quite useful and helpful. It somehow makes the facts more appealing. That alone perhaps encouraged me to read it from cover to cover. It softened the material at appropriate times rather than keep it on a hard track.
The book had some trouble with the Andromeda Galaxy. In two places it had the distance wrong and in disagreement with one another. 800K ly (circa 1950s value) and 1M ly (not sure where that came from). I believe the accepted value is 2M ly. In one place it called the galaxy The Great Andromeda Nebula. It's not a nebula.

The stories and images will stick with any child for a lifetime.

THE NEW WORLD OF MR. TOMPKINS by George Gamow, and revised by Russell Stannard, is 258 pages long and is printed on off-white paper. There is a ten page glossary defining words such as "momentum" and "quark." There are 45 ink drawings, many of which feature Mr. Tompkins, his fiancée Maud, and Maud's father a physics professor. For example, one of the drawings teaches relativity by disclosing a bicycle rider cycling near the speed of light, and flattened because of this high speed (in a town where the speed of light is about 25 miles per hour). Another drawing shows a small closed universe (and a smaller planet), where you can toss a book into outer space, and where the book will return from the other side of the planet after a few hours.

Generally, the layout takes the following form. One chapter will contain a lecture by the professor. While the next chapter will contain Mr. Tompkin's dream, where he is in a fantastic land where the theory from the lecture is demonstrated. For example, in an early chapter, we find Mr. Tompkins in a land where the speed of light is only 25 miles per hour, and where bicycle riders appear to be flattened, when viewed by bystanders on the sidewalk. In another chapter, we find Maud and the professor inside a glass of a beverage, watching molecules of water whiz by, bumping into microscopic chunks of barley, and admiring the orderly array of water molecules in a nearby ice cube. This particular chapter illustrates Maxwell's Demon, and teaches the second law of thermodynamics. Maxwell's Demon can best be explained, or supplemented, by a Maxwell's Demon computer game that is easily accessed for free on the internet. It consists of fast-moving red dots and slow-moving blue dots, distributed evenly inside a rectangular box. The operator (your child) can operate a gate that separates the two halves of the box, eventually resulting in all the fast dots being located in one side, and the slow dots in the other side.

The book is best read to children by an adult who has taken college physics and is able to explain the stories. Now, if only there could be another Mr. Tompkins storybook that illustrates Newtonian physics. FIVE STARS.

an indispensable introduction to the topic

An Environmental History of Latin America is a short, vigorous, engaging introduction to the story of human beings' endeavor, before and after European contact, to survive and thrive in a region that Miller dubs the "Neotropics." Miller ranges widely in time and space, exploring topics as diverse as Mesoamerican farming on chinampas and bicycle commuting in contemporary South America. He is particularly illuminating on the size and complexity of pre-contact Native American civilizations and the puzzling question of how early European explorers overlooked them. The prose is strong and though Miller's tone is occasionally more personal than one expects in an academic work, the effect is engaging, not jarring. All in all, this is a great book, accessible and interesting even to readers who are not experts on Latin America.

Excellent introduction if you're largely ignorant!

This book is excellent. Eminently readable, it moves swiftly but provides impressive depth regarding the topics selected. Those desiring to study in greater depth will be pleased with the lists for further reading, provided in the back. Miller explains the roots of current environmental problems, punctures popular current myths about the ecological past of native peoples, and shows that the survival of civilization has always involved trade-offs, whether in human or environmental terms. Miller is also adept at explaining cultural differences in perception, so that I was easily able to understand the differences. I checked this book out from the library, but I will certainly be buying this for my own shelves. In sum, this is a quick and easy read, but certainly not a light-weight.

I recommend this book for everyone involved with environmental or energy issues in the Americas. In my eyes, the quality of human life depends on the health of the whole biosphere. This book covers Latin America at contact with Europe to current day concerns for the monarch butterfly. Tupi, Aztec and Inca cultures altered the natural environment for subsistence and prestige goods. Miller uses Archaeology, Historical documents, Biology and Geography to keep one absorbed in the flow of reading. Miller writes about the complexities of culture and nature interactions, and the destruction both can cause the other. California's Central Valley has prime agricultural land, but housing and water diversion projects threaten this provider of food. Miller's book is a comprehensive survey of the battle between conspicuous consumption and environmental justice. I have a Bachelor degree in Biology, from the 1970s, and this book entices me to study further in Environmental History.
