"MONEY, MARKETS, AND THE STATE: SOCIAL DEMOCRATIC ECONOMIC POLICIES SINCE 1918" (Ton Notermans)

Ton Notermans, a Norwegian political scientist who has studied in Berlin and Massachusetts, examines European twentieth century economic history since the end of the First World War in five countries: Britain, Germany, the Netherlands, Norway, and Sweden. He finds that a general economic crisis in the capitalist economy can be summarized as either one of two events:

1.) a flight "into money" (deflation)
2.) a flight "out of money" (inflation)

Depression & Deflation
In a depression, when the economy slows down, there is a downward spiral of lost employment that results in declines in consumer spending. As consumer spending drops, there is another round of shrinking business investment, employment loss, and still less consumer spending.

Unlike the mid-twentieth century British economist, John Maynard Keynes, Notermans says there is no eventual slowdown in this downward economic spiral. The economy can completely fall apart. German unemployment, for example, stood at an astonishing 43% in 1933. It was the most important reason for Nazi election success and Hitler's assumption of political power as German chancellor that year.

Depression is always made worse by a tight money supply and restraint in government spending. Tight money encourages deflation. As prices for goods and services drop, the same money becomes ever more valuable.

Of course, as people hang onto their money, even less is spent on consumer goods and services. In turn, business investment also falls.

Deflation is a financial disaster for the economy. Business and consumer households find it ever more diffficult to repay loans - at a fixed rate - as prices and wages continue to decline.

Extensive government intervention in the economy is required to set things right for a return to economic growth. Government expenditures can make up for the loss in business investment and consumer spending.

Lower interest rates from banks encourage business investment and consumer spending, too.

Rising government deficits are a necessity to correct the economy. When Franklin D. Roosevelt attempted to cut federal government deficit spending mid-way through the Great Depression, there was what has come to be called a "double dip" in the economy. Cutting government spending made the American economy worse at that time not better.

Of course, continued government spending during a depression results in ever larger budget deficits. But the size of government budget deficits must be weighed against the "opportunity costs" of lost production, jobs, economic growth, and innovation (lower funding for research & development, education, etc.) that come with a depression.

Economic "Bubble" Booms & Inflation
The flip side of economic crisis is an "overheated" economy. A moderate degree of inflation is tolerable - as long as money flows into productive investment and innovation. The problem usually starts with what Alan Greenspan, the Federal Reserve Chairman under the Reagan, G. H. W. Bush, Clinton, and G.W. Bush presidential administrations, called "irrational exuberance."

It might be the stock market that sees a frenzy of buying and ever higher prices. It could be the commodities markets in which the price of such commodities as gold or oil see a sudden rise (beyond what seems necessary to meet any sort of production demand). Or it could be real estate. Or it could be anything else, including tulips, which was what happened in Holland's famed "tulip mania" bubble economy in the 1630s.

During an economic bubble, money rapidly pours into speculative "financial" investments. It is a "flight out of money." People no longer wish to hold onto cash.

If government is unable or unwilling to control the amounts of money going into overheated speculative markets, prices rise. A general inflation results throughout the economy.

Eventually, as a last resort, governments have historically raised interest rates. This results in job loss and slowed economic performance but it brings prices back under control.

Inflexibility in Government Economic Policies
Ton Notermans explains that once governments have changed course on economic policies they have a difficult time reversing themselves. However, circumstances change. Once again, the economic situation calls for a complete reversal in the direction of government policy.

But governments often stubbornly cling to inappropriate economic policies. They stick with what they are most familiar with.

For example, the German hyperinflation of 1923 led to a complete economic breakdown. This came at the point when people stopped using money to obtain goods and services (because the value of money fell so rapidly). The German mark fell from a value of 8.9 marks per U.S. dollar in 1918 to 4.2 trillion marks per U.S. dollar at the height of the hyperinflation in November 1923.

Corrective measures were taken to stop the hyperinflation. But the lessons were learned too well. When the Great Depression began, Germany remained committed to a continued policy of fight inflation.

It was precisely the wrong policy in response to economic depression and deflation. Germany's democratic political parties were still worried about the dangers of inflation when their new electoral popularity led the Nazis to surge to election victory in 1933.

exactly what i wanted

I'm training to become a jeweler right now, so I need to know both the science and the culture behind diamonds. The Nature of Diamonds covers both aspects. It's written in layman's terms, so it's perfect for studying independently. Plus, the diagrams and photography are excellent. It's easy to read while sipping coffee or waiting for a bus.

She is past president of the Philosophy of Education Society and of the John Dewey Society. About the Author
Nel Noddings is Lee L. Jacks Professor of Education, Emerita, at Stanford University. She is author of 12 books; the latest two are Educating Moral People: A Caring Alternative to Character Education and Starting at Home: Caring and Social Policy, both published in 2002. Noddings spent 15 years as teacher, administrator, and curriculum developer in public schools; she served as Director of the Laboratory Schools at the University of Chicago. At Stanford, she received the Award for Teaching Excellence three times, most recently in 1997. She is member of the National Academy of Education, a Laureate member of Kappa Delta Pi, and she holds two honorary degrees in addition to a number of awards, among them the Anne Rowe Award for contributions to the education of women (Harvard University), the Willystine Goodsell Award (AERA), a Lifetime Achievement Award from AERA (Div. B), and the Excellence in Education Award (Pi Lambda Theta).

Happy teacher

Even though I live in Norway where the educational system works differently than in the US, this book was a real eyeopener to me. In a time where the school focuses more and more on the student's achievements in basic subjects like math, reading and writing, and where there's been put more and more weight on testing the students in these skills, this book represent and alternative way of thinking. Do we all need an academic education? Why do we educate students in the thought that all of them should go on with their studies beyond a collegelevel? What about all those occupations where you don't need academic skills, those occupations where you need practical skills? (skills that you weren't taught in school because the weight was put on the teoretical subjects). Being a teacher or a parent, this book will give you a new perspective on how to raise and educate our children.

Criticizing an almost exclusive focus on economic well-being

In Happiness And Education, author and academician Nel Noddings (Lee L. Jacks Professor of Education, Emerita, Standford University) draws upon her years of experience, expertise and research as a teacher, administrator, and curriculum developer in public schools to address the very specific issue of the relationship of happiness to that of the experience of education and why, although parental expectations are quite clear that happiness is a kind of byproduct of education, it is not normal mentioned as one of the principle aims of education. Professor Noddings explores what it means to be happy, and then goes on to address how educators can help children to understand what happiness is. Criticizing an almost exclusive focus on economic well-being as the approved outcome of educational accomplishment, Professor Noddings emphasizes the contributions education provides with respect to making a home, parenting, developing character and interpersonal growth, identifying and engaging in work that is satisfying, participating effectively in a political democracy, and ways in which we can make schools and classrooms happy places of learning and intellectual exploration. Happiness And Education is especially commended to the attention of public and private school teachers, and administrative policy makers as informed, thoughtful, and though-provoking reading.

Rethinking education to make school meaningful again

Nel Noddings absolutely hits the nail on the head with her discussion of how we need to reevaluate the aims of our educational system. As it is currently situated, education serves almost entirely an economic function, in preparing students to enter the workforce and become good consumers in a successful economy. Whatever social functions the school serves are relegated to the background, and in fact tend to be discouraged if they are ever considered to be possibly getting in the way of the true goals. Of course, Noddings is also right in that we seem to have even lost focus of our original economic aims. The need to compete with others in standardized testing has forced students to learn things that may be becoming increasingly less and less relevant - Noddings's point about how asking an algebra teacher says that the point of a lesson is always going to be related only to other algebra lessons is something that every student of the school system has been frustrated with at one point or another (75).

Fortunately, Noddings does not fall into the trap that I envisioned as possible - that she would instead declare that the defined goal of education should be happiness. Such a lofty but ultimately nonsubstantive goal would be, to put it quite simply, silly, and ultimately even worse than the economic goals of the current arrangement. Fortunately, Noddings avoids the mistake of trying to make a singular definition of happiness and then working toward it. Instead, the final two thirds of the book are devoted to various different parts of life that Noddings would like to see become more prominent as aims of education. What makes the book so good is in how Noddings successfully weaves in the notion of happiness throughout all of these elements of life - which include raising a family, spirituality, participation in the democratic process, and, yes, in the workplace - together with the discussion of how education must be aimed toward these goals. It is almost as if the book is a collaboration of two distinct theses - how these parts of life are important to our happiness, and how education must serve these parts of life - and that seems to be the reason for how the book flows as well as it does when it is based on a topic like happiness that in lesser hands would be incredibly trite and quickly grow repetitive.

Of the two theses, neither is easy to quibble with. In regard to the thesis about how schools need to refocus their aims toward more relevant applications, I certainly have no disagreement; I believe that we clearly have lost track of what schools should be about and that the U.S. educational system is slowly careening toward greater and greater irrelevance (although it probably isn't much of a new phenomenon after all; how much of what scholars studied in ancient times was really necessary for their life experiences?). The idea of how the various elements that Noddings discusses as being keys to personal happiness are somewhat more spurious, in that personal happiness is by definition personal, and what makes one person happy is going to be far different from what makes another person happy (traditional education does make many lifelong scholars happy, for one). But Noddings does allow for this, and so I have no quarrel with her desire to try to point out some elements that typically make people happy for the sake of the argument.

Consider a sample sentence from the introduction to chapter 7; the introductions to all of the chapters in parts 2 and 3 of the book are structured quite similarly: "Possibly there is no human task more demanding, more rewarding, and more universal than parenting, and yet our schools apparently think that algebra and Shakespeare are more important" (138). The point of how schools are inadequate in their current aims is constantly reinforced. Here Noddings makes the argument that education needs to be reshaped such that students become more acquainted with concepts like child-rearing and how parents can play effective roles in their children's lives, "without preaching or direct instruction" (156). Noddings is right in having to address this final qualifier, since such nontraditional lessons might be controversial if they try to teach right and wrong answers in the same way that algebra might. But that doesn't mean we shouldn't try to go in that direction. After all, having an open discussion about the legitimacy of educational lessons is far from being the worst thing that could happen. The worst thing, rather, would be to maintain our current inertia.

Exactly what I've been looking for!

This book is exactly the kind of book I have been wanting for a long time! As an advanced course, I feel it would be excellent for someone who has completed 3 years of university study, or for someone who has finished or is near the end of the course at the Defense Language Institute.
This book presents authentic Arabic texts from a variety of sources and on topics about the Middle East. This gives the double advantage of not only learning the Arabic, but also teaching important information about the history, culture, and society of the Middle East. Along with the Arabic texts, pertinent grammar lessons are presented with thorough explanations in English, followed by several examples usage in Arabic. There are also many questions and exercises, presented in both Arabic and English to assist in comprehension.
I have not yet recieved the accompanying cassette, but several of the listening selections come from a series by the BBC called "Pick of the Month". I already have the BBC cassettes and I'm very pleased that the authors chose these as their listening exercises.
Most students of Arabic are aware of the famous "EMSA" Elementary Modern Standard Arabic texts from the 1960's, as these are the standard texts used in many universities. This book is by far the best Arabic text to be published since EMSA/IMSA!
For motivated students, I highly recommend this book as a tool for self-study and maximizing your capabilities in Classical Arabic.
For professors, both at Universities and DLI, I stongly suggest that you consider this book for incorporation into your courses. For DLI, this book covers important grammar that I didn't get, and for the Universities, this offers excellent authentic material to augment the more intensive grammar.
Thank you Dr Dickson and Dr. Watson. This is the book I wish I could have written!

Very useful mid- to advanced textbook

Just to add to the other reviews, this textbook (which I used at 3rd year undergraduate level at Durham) is useful also to the solo student struggling to advance his or her Arabic. Buy the cassettes too, as they're an integral part of the course. I also recommend strongly that the private student buy the Teacher's Handbook too if he has no teacher as this contains - amongst other things - suggested translations and transcriptions of passages on the cassettes.

You don't own it yet?!?

Simply stated -- A MUST HAVE! If you're a budding intermediate level student of Arabic, you must have this. I use this as a self study course to reinforce my reading foundations, vocabulary and current idomatic useage. I waited MONTHS for the tapes, but they are essential now that they are universally available.
This book is useful for self study, group study or with a (preferably) educated native instructor/tutor. There is also a fine teacher's supplement.
Overall this is a tremendous value. The soft cover and the tapes together are less than 50.00 and there is a mountain of challenging material.
Not to mention a good deal of pragmatic reading in geography, culture and social studies. Each chapter is broken down into the same exercises from reading to classical texts to listening. The classical texts are dealt with deliberately, not haphazardly. The whole thing is, in fact, deliberate and well thought out.
Shouldn't disappoint...

indispensible for those who dispense!

This is a brilliant reference guide for anyone who prescribes psychotropic medication or works with patients who take them (ie, therapists or other physicians). With the proliferation of psychiatric medications and the glut of "package insert" information and internet misinformation this book cuts to the chase with essential clearly presented data about how to prescribe, action of the meds, half life, side effects and drug-drug interactions and great format and visuals.

Valuable psychiatric meds resource for psychologists

This book has a wealth of detail about psychiatric medications including both the mecahnisms of action in the brain, but also the useful side-effects and the likelihood of the different ones, eg weight gain, mental alertness etc. Also the potential problems of combination effects and many other aspects including wash-out times for changing. It very helpfully cross-references the pharmacological name with the current brand names. A small problem for me is that it does not have all the Australian brand names so when this happens I check the web, then add these into the book, but this is only rarely needed.The book gives me confidence in greater awareness of what might be medication-induced side-effects when I am seeing a client and also how to provide more information to them about meds as it appears that they often don't have this. The book is very well laid=out so you can see things quicly without having to wade through reams of text. A very valuable book which I cannot recommend highly enough

Easy format, to the point

I use this book frequently, and think it invaluable for those of us who do general medicine--very easy to find vital information such as titration and tapering of meds, great "pearls". Down and dirty, non-esoteric, great for every day use.

Mostly good, but not so fast...

Sibelius Studies seemed like a groundbreaking book on Sibelius, that is, however, until I got to the editor's own chapter in the book. What one finds in this chapter is an antiquated theory (Schenkerian Analysis) being used in an irresponsible manner. In other words, even other leading Schenkerian scholars would most likely take issue with Jackson's disregard for fundamental Schenkerian principles. Were it not for this disturbing chapter in the book, I would have kept my copy instead of donating it to the local homeless shelter. Needless to say, but of course I'm saying it anyway, I would not recommend this book to anyone.
