Complying with Europe: EU Harmonisation and Soft Law in the Member States (Themes in European Governance), by Gerda Falkner, Oliver Treib,

What does EU law truly mean for the member states? This book presents the first encompassing and in-depth empirical study of the effects of 'voluntaristic' and (partly) 'soft' EU policies in all 15 member states. It examines 90 case studies across a range of EU Directives and clarifies contemporary issues in political science, integration theory, and social policy. The study concludes that major implementation failures prevail and that, to date, the European Commission has not been able to adequately perform its control function.

Review
"This is an important volume that innovates in many respects and should certainly be on your bookshelf. In theoretical terms it contributes to the lively debate about Europeanization, while empirically it revives the issue of social Europe, bringing new insights to a theme that had seemed well covered. In practical terms, too, it presents ideas to improve implementation processes." - Journal of European Social Policy

"This is an excellent book on an important theme in European governance, forming an essential part of a wide-ranging, multi-authored series. Its excellence derives from its detailed, scholarly approach which is both exhaustive and, in the end, compelling in its conclusions. Once again it reminds us of the importance of consent, at all levels, if good laws are to prevail over arbitrary behaviour. It is a lesson that Europe has to perhaps relearn in every generation."
Industrial Relations Journal

"... readers interested in EU law, especially in social policy convergence, particularly in the area of labour law, will find this an interesting addition to their library."
Law and Politics

"There has been a recent surge in interest in studying compliance with European laws and regulations. ... This book contributes significantly to this literature, by broadening the range of factors and actors that might prevent or facilitate implementation, and by showing that the method of careful case studies can accumulate interesting insights"
West European Politics

"At a time when there exists a multitude of publications on the Europeanization of government policies, this present study will serve as a benchmark as to the manner in which the impact of European Directives on the member states can be tested." ... "... this is an essential book, not only for the study of European social policies but also, and above all, for a systematic and finely-tuned understanding of the political processes involved in the implementation (or otherwise) of European law."
Bruno Palier, Sciences Po, Paris, EUSA

"A new study by Gerda Falkner of Vienna and her collaborators reminds us that for many political scientists, and lawyers too, the question of compliance and implementation is best posed at a microscopic than at a macroscopic level. Their detailed study of the EU-wide implementation of a number of controversial measures with redistributive consequences in the area of social and employment policy ... draws a number of arresting conclusions."
Neil Walker, EUI Review

Special Functions (Encyclopedia of Mathematics and its Applications), by George E. Andrews, Richard Askey, Ranjan Roy

Special functions, which include the trigonometric functions, have been used for centuries. Their role in the solution of differential equations was exploited by Newton and Leibniz, and the subject of special functions has been in continuous development ever since. In just the past thirty years several new special functions and applications have been discovered. This treatise presents an overview of the area of special functions, focusing primarily on the hypergeometric functions and the associated hypergeometric series. It includes both important historical results and recent developments and shows how these arise from several areas of mathematics and mathematical physics. Particular emphasis is placed on formulas that can be used in computation. The book begins with a thorough treatment of the gamma and beta functions that are essential to understanding hypergeometric functions. Later chapters discuss Bessel functions, orthogonal polynomials and transformations, the Selberg integral and its applications, spherical harmonics, q-series, partitions, and Bailey chains. This clear, authoritative work will be a lasting reference for students and researchers in number theory, algebra, combinatorics, differential equations, applied mathematics, mathematical computing, and mathematical physics.

Review
"...the authors demonstrate a superb familiarity with the historical roots of their subject...All of the chapters are beautifully written...wonderful historical insights...Special Functions will certainly emerge as the chief textbook and reference on special functions for the next several years...This book joins F. W. J. Olver's Asymptotics and Special Functions, first published in 1974 [Academic Press, New York; MR 55 #8655], as the only general books on special functions during the past three decades that belong 'in the Hobbs class,' to quote G. H. Hardy." Mathematical Reviews

"The book is packed with brief, challenging superveniences that make it a browser's delight. One of the delightful features of this book is how the sense of history, of mathematics being created and savored, informs the text. This is a splendid work, and I predict that it will be a bestseller as well." Bulletin of the American Mathematical Society

A book comes close to " A course of modern analysis "
By Wan Koon Yat
Though this book cannot be compared to Whittaker and Watson's classic book. It comes quite close to it. I just want to comment on the the area covers are too concentrated and the rigorous manner which is the hall mark of " Modern Analysis " is lacking. Anyway, this book deserves 5 stars.

Encyclopedic and highly readable book on Special Functions
By A Customer
This is one of the best books on Mathematics I have read recently;reading it gave me pleasure similar to I had felt while reading classics such as Hardy's Pure Mathematics and Titchmarsh's Theory of Functions about 30 years ago. Starting with a thorough and encyclopedic treatment of Gamma Functions , the book develops, rightly, the thesis of grandeur and ubiquitousness of Hypergeometric Functions,to then cover some of the most important special functions known today. And the beauty lies in precise,to the point, yet historically complete and 'multi-angled' as well as rigourous treatment of every topic covered, with a large number of exercises of nontrivial nature dealing successfully with details which probably could not be included in the main text because of desire to keep the size of the book within reasonable limits. Nonetheless, the authors have delightfully and almost magically been able to cover a lot of ground in a mere 600 odd pages.

'Using data from both the Tycho and Hipparcos Catalogues, 81, 312 stars down to magnitude 8.5 are now plotted on 26 charts. This is nearly double the number of the previous version ... The Deluxe Version is spiral-bound and unlaminated. The Field and Desk Versions are available in less expensive unlaminated and unbound format, i.e. loose sheets, or more expensive laminated and spiralbound format ... Sky Atlas 2000.0 is an excellent atlas at a very reasonable price, and is suitable for both beginners and experienced observers.' Gordon Nason, Astronomy and Space

'It is a splendid mid-range atlas.' Ian Genner, Webb Society Quarterly Journal

'... an excellent new edition with changes which are all improvements. Thoroughly recommended for amateurs and I suspect that many professionals will also find it useful.' Cliff Turk, Monthly Notices of the Astronomical Society of South Africa

Great companion for the small to medium sized telescope
By Shawn Moses
Wil Tirion is one of the big names in celestial chart making, and this Atlas makes it easy to see why. With stars plotted down to 8th magnitude and just about every deep sky object withing the grasp of a typical amateur telescope, the Sky Atlas will get you through years of deep-sky observing. However, if you have a large telescope (greater than 12 inches or so) or are a more seasoned amateur, you might want to invest in the more detailed Uranometria 2000. Sky Atlas 2000 comes with a clear plastic grid overlay for getting exact coordinates (I wish it were made out of a more durable plastic - mine has grown heavily scotch taped with use). I would recommend coating the pages of the altas with a waterproof map sealant (sold in marine and backpacking stores). Otherwise, frequent soakings by dew will hasten wear and tear on the charts.

What Atlas Should I buy?
By Casey A. Niemiec
I just bought Sky Atlas 2000.0 Deluxe from amazon.com and wanted to write a review to help other buyers in making the right decision. I couldn't decide between the Spiral bound edition($49.95) or the Deluxe (paperback) edition ($39.95). Both of these sound like one and the same version (except for the names that amazon.com gives them), and I know that Sky Publishing/Cambridge University Press sells only one Deluxe non-laminated version. But amazon.com sells these as two different items at two different prices. Still confused, but rather confident, I bought the Deluxe version ($39.95), and it IS the Deluxe version that is sold elsewhere. In other words, DON'T BUY THE $50 VERSION until you contact amazon.com to see if there is a difference between the two! As far as I know, (and I could be wrong) it is the exact same as the paperback (Deluxe) version, so don't waste your money needlessly! It is color coded with 8.2mm per degree, a maroon colored cover, and spiral-bound foldout charts. I am absolutely thrilled with it, I am amazed at its quality, it's sure to be an invaluable guide for years to come. HIGHLY RECOMMENDED! One more note, if you are considering the deluxe laminated version, you should think twice, because you could buy the regular deluxe version and the laminated desk version for the same price (apx $120) as the laminated deluxe! Another option (this is what I've done) is to buy a piece of clear plexigass to cover your charts when outside. This will keep the dew off the front of your charts. And when observing, flip the dew resistant cover over the plexiglass to keep the other charts dry. This is a cheap way of protecting your charts from dew without having them laminated. 6/12/00

A beautiful and useful Atlas, and a wonderful resource
By Jeff Pickens
Will Tirion has certainly become our time's best-known and best-selling stellar cartographer. The SkyAtlas 2000 is a work of art, as well as a wonderfully useful tool. I have used it for over a year (the color version) with great enjoyment with both 8x56 binoculars and a 4 inch refractor. As the magnitude limits of my binoculars approach 8 to 8.5 (depending on "seeing" and darkness conditions,) this is a perfect binocular observing tool--it plots stars to magnitude 8.5. I have wished on several occasions that the atlas plotted stars to magnitude 9 or 9.5, so that finding a few of the deep sky objects through the telescope might be easier (especially on higher power and tighter field of view.) There are several computer planetarium programs that accomplish this, allowing custom printable field maps for use at the telescope. Nevertheless, I have found the beauty of the atlas second to none, and simply enjoy scanning its pages with awe--this book was as much a labor of love as a work of accuracy! Hat's off to Tirion and Sinnott for presenting amateur astronomers with a beautiful, accurate, and useful work.

The Cambridge History of Hellenistic PhilosophyFrom Brand: Cambridge University Press

Long neglected and unappreciated, the philosophy of the Greek and Roman worlds--from the last days of Aristotle (c. 320 BC) until 100 B.C.--has over the last decade received a considerable amount of renewed scholarly attention. This history is organized by subject, rather than chronologically or by philosophical school, with sections on logic, epistemology, physics and metaphysics, ethics and politics. Written by specialists, it is intended to be a reference for any student of ancient philosophy. Greek and Latin are used sparingly and always translated in the main text.

The Cambridge Handbook of Situated Cognition (Cambridge Handbooks in Psychology)From Brand: Cambridge University Press

Since its inception some fifty years ago, cognitive science has seen a number of sea changes. Perhaps the best known is the development of connectionist models of cognition as an alternative to classical, symbol-based approaches. A more recent - and increasingly influential - trend is that of dynamical-systems-based, ecologically oriented models of the mind. Researchers suggest that a full understanding of the mind will require systematic study of the dynamics of interaction between mind, body, and world. Some argue that this new orientation calls for a revolutionary new metaphysics of mind, according to which mental states and processes, and even persons, literally extend into the environment. This is a state-of-the-art guide to this new movement in cognitive science. Each chapter tackles either a specific area of empirical research or specific sector of the conceptual foundation underlying this research.

Review

"Situated cognition has become a hot topic in cognitive science, encompassing a broad range of disciplines and theories concerning the relationship between mind, body and the world. The Cambridge Handbook provides an indispensable guide to the best ideas and controversies concerning the problems of embodied, embedded, distributed and situated cognition.

Publication of the Handbook is a landmark in bringing together the foremost theorists in a comprehensive, interdisciplinary collection. The chapters are original overviews concerning historical, foundational, theoretical and empirical issues from philosophy, neuroscience, linguistics, psychology, AI and robotics.

The collection is a definitive resource for understanding the central issues in cognitive science today concerning mental representations, their meaning and their grounding interactions with the body and the external world."
-Dr. Peter Slezak, University of New South Wales

"...If you are interested in exploring what all the buzz is about concerning terms like situated cognition, situativity, action theory, embodied cognition, embodiment, and distributed cognition, then The Cambridge Handbook of Situated Cognition is worth your perusal...tantalizing ideas and pieces of evidence all in search of a testable theory of cognition..."
-Richard E. Mayer, PsycCRITIQUES [September 2, 2009, Vol. 54]

"... A fascinating feature of the Handbook is that there is tremendous variability amongst contributors in terms of their willingness to adopt the more radical consequences of the situated approach... Given that the more radical ideas presented in The Cambridge Handbook of Situated Cognition have the potential to completely redefine the proper domain of cognitive psychology and cognitive science, it is essential reading..."
-Michael Dawson, Canadian Psychology/Psychologie Canadienne

"...This volume is a rich source of ideas and references for further exploration, covering every aspect of cognitive activity and engaging the full range of supporters and opponents of the basic ideas. References are listed separately for each chapter, but there is an integrated index. The work will be essential background for any course in cognitive science, and it can also serve as a convenient desk reference for researchers in AI, robotics, and other systems that require careful consideration of the relation between thinking and the world."
-H. Van Dyke Parunak, Computing Reviews

approachable and provocative
By Jon Ludbetter
This is an incredibly interesting, wide-ranging, approachable collection of essays from nearly every conceivable dimension of the newest trend in cognition which (finally) takes into account the fact that the creators of cognition and objects of its study are humans. These private, remote creatures have hitherto been ignored by cognitive scientists and linguists, who have preferred their lab coats and quantitive analysis to an actual contemplation of how, say, one's culture, body image, race, or mood that day might drastically shape their perception.
If it's not obvious, I'm a humanities guy, and not a scientist, but I've found all of these chapters immensely pleasurable and informative. The authors are all (it seems) top-notch in their fields, yet manage to keep from in-fighting and straw-manning. They are even able to present specialized theories and data in a way that makes sense to semi-intelligent and motivated neophytes. All of the authors portray an air of humility about their theories and the conceivable contributions of situated/embodied cognition, which makes for a balanced reading. Chapters are succinct, but don't feel rushed. Check the table of contents for the wide-ranging issues of discussion.

I am over there, where I am doing stuff
By MotionlessArrival
A quality product on good paper, written by confident people well versed in their field. The editors are generous and inclusive - allowing space for counter theories; even those dastardly, old fashioned Cartesians are allowed a voice [as misguided as it may be ;]

There's plenty of open and easy flowing prose from the highest grade US and global academics, who seem to be having fun and enjoying the debate they're collating, summarizing, reviewing and extending here. Introductory papers outline the historical philosophical antecedents, and the contemporary philosophic and scientific concerns, of the field of situated cognition; from Merleau-Ponty to cybernetics and the cognitive sciences. The book is well grounded and fleshed out in its field - seems itself a palpably socio-political phenomenon of the situation of cognition; playing out, as it does, the tension between the independently existing, ideal subject of cognition and a more socially and environmentally distributed experience of cognition's location. The book chases after the material location of cognition [or/and information processing or/and, 'Could this be consciousness here - the embodied substance of it?'] I enjoyed the playing out of the conceptual challenge presented by the way in which the functional successes of cybernetics and robotics seem to be ratifying understanding cognition, perception and information processing as taking place in the accessible world and not in some abstract or internal location.

Metaphysics gets turned around so that it's the dualists who increasingly appear to be the unsubstantiated, abstract speculators. Their unlocatable homunculi and interior representations are gazumped by progressively understanding consciousness as utterly configured by its location, taken up by environment, bound even conceptually in dependence upon it and structured by its structures and manifest only there, not detached and isolated. This is therapy for the alienated subject. As the frontispiece says, 'Some argue that this new orientation calls for a revolutionary new metaphysics of mind, according to which mental states and processes, and even persons, literally extend into the environment.' It was only delusion and neurosis that imagined people could ever be detached from the world.

But: The scientist authors, herein, often go gallivanting off into realms of philosophical speculation, the philosophers get so excited about the possibilities of scientific processes and the descriptions they provide for understanding consciousness as its location, that even they sometimes forget their own, logical discipline and end up not noticing the trouble they're running into - especially those reactionary Cartesians, who trip over the contradictions inherent in subject/object dualism and are resistant to the coalescence of their dearly held, but merely posited, extremes.

And: Although the book provides what seems to be an extensive overview of the field, it feels a little reserved. Most of the contributors express their reservations and hold back from a commitment to following the implications of cognition being situated. They look at it warily from conservative positions instead of jumping in at the deep end. Perhaps the work that is postulated has still not been undertaken, is still held back from for various personal and political reasons. So much so that the book often seems as much a counter statement than the investigation and adventure its preface promises. The resistance often feels like fear of the implications - the way that most scientists acknowledge that there is no evidence of there being anything other than the physical chains of material causation that make up the world, nothing that escapes physics, and yet still hang on to presumptions of free will, agency and objectivity in their analyses.

Maybe, like the contributors, wherever you prefer to conceptualize or feel the actuality of cognition, during the process of reading this book, you're likely to find it located where you are. In your head? In the book? In the world? But the field of situated cognition may, ultimately [depending on where you start from] nudge or force you into a new location.

Could feminist philosophy be relevant?
By rosie-corie
A comment on the previous review suggests it is not. That can only be an argument from ignorance. A quick persual of feminist literature, such as Sue Campbell's distinguished work on memory, should make one aware that feminist work on the social locatedness of cognition is immensely valuable. As far as I can tell, Griffiths in this volume is also finding out that social locatedness is immensely important.

So it remains an interesting question why philosophers' studied ignorance of feminist work counts for them as an achievement. And why so many recommended the ignorant comment.

This Land, This Nation: Conservation, Rural America, and the New Deal, by Sarah T. Phillips

This book combines political with environmental history to present conservation policy as a critical arm of New Deal reform, one that embodied the promises and limits of midcentury American liberalism. It interprets the natural resource programs of the 1930s and 1940s as a set of federal strategies aimed at rehabilitating the economies of agricultural areas. The New Dealers believed that the country as a whole would remain mired in depression as long as its farmers remained poorer than its urban residents, and these politicians and policymakers set out to rebuild rural life and raise rural incomes with measures tied directly to conservation objectives - land retirement, soil restoration, flood control, and affordable electricity for homes and industries. In building new constituencies for the environmental initiatives, resource administrators and their liberal allies established the political justification for an enlarged federal government and created the institutions that shaped the contemporary rural landscape. Sarah T. Phillips is an assistant professor of history at Columbia University.

Review
"Sarah Phillips has provided easily the best environmental history of the New Deal that we have. Her wide-ranging and authoritative account of all aspects of New Deal conservation policy firmly places those policies in the context of the New Dealers' hard-headed attempts to tackle the problem of rural poverty. She brilliantly describes the consequences and tensions inherent in their efforts to keep farmers on the land and their ultimate acceptance of an urban, industrial, solution to the problems of the nation's poorest farmers."
-A.J. Badger, University of Cambridge

"Phillips connects the dots between two well-known narratives: Progressive Era conservation and Great Society environmentalism. In doing so she not only makes a significant contribution to our understanding of environmental history, she also integrates an environmental perspective into the larger story of twentieth-century American political development."
-Brian Balogh, University of Virginia

"This Land, This Nation offers one of the boldest and most original reinterpretations of the New Deal in recent decades. By placing conservation and natural resources at the center of New Deal policy concerns, Phillips forces us to rethink not only the 1930s but also American liberalism more generally. A compelling combination of political and environmental history, This Land, This Nation marks the impressive debut of a major new voice on the scholarly scene."
-Peter A. Coclanis, UNC-Chapel Hill

"This Land, This Nation by Sarah Phillips is an outstanding contribution to the study of U.S. conservation and agricultural policies in the first half of the twentieth century. Phillips explains how new ideas about conservation were central to New Deal rural rehabilitation and resource development programs and to what became New Deal liberalism. In addition to discussing the larger New Deal, she neatly explores her major themes by examining the career of Lyndon Johnson and the New Deal in Texas. She also adds a rich perspective to what became of the New Deal after the 1930s by exploring the international development programs of the 1940s. This is a clearly argued, well-written, and well-researched book with much to tell scholars about the evolution of conservation and development from the 1920s to the postwar era."
-David E. Hamilton, University of Kentucky

"A superb study of the unintended consequences of New Deal conservation policy that aimed to renew rural life but which enlarged the federal government and redirected land use, often forcing farm families from the land. Exhaustively researched, gracefully written, and cogently argued, Phillips' book provides an astute, sophisticated analysis of New Deal conservation policy that ultimately aided industry and large-scale agriculturalists more than small-scale farmers. Phillips has written a book that makes a difference, and it will alter the way we think about New Deal conservation policy, particularly regarding the dichotomy between preservation and modernization."
-R. Douglas Hurt, Purdue University

"This lively and intelligent work brings an entirely new synthesis to bear on New Deal liberalism. Blending new political history with environmental history, Phillips demonstrates that equitable resource allocation and management was at the heart of the reconstruction of the American economy in the 1930s. Moreover, she demonstrates that by exporting these structures and ideals in the Cold War, American foreign policy exported the New Deal's approach to rural poverty--for better and for worse."
-Catherine M. Stock, Connecticut College

"During the 1930s, conservationists looked beyond the public lands and their resources to recognize rural poverty as the nation's most destructive and vexing environmental problem. The New Conservation that they proffered in response, Sarah Phillips demonstrates in this masterful study, reshaped the rural landscape and the liberal state in equal measure. This Land, This Nation is not only a major reinterpretation of the New Deal project; is also a critical intervention in the historiography of American environmental politics."
-Paul S. Sutter, University of Georgia

"By bringing together political and environmental history into a fascinating book, Sarah Phillips skillfully uncovers the origins of America's commitment to conservation and the rehabilitation of rural economies. While explaining how New Dealers put forth a new conception of a federal obligation to conservation policy that would last over decades and become accepted by both parties, Professor Phillips offers a fresh interpretation of 1930s America."
-Julian Zelizer, Boston University, Author of On Capitol Hill and Taxing America

"Combining environmental and political history, Phillips offers the first book in decades to paint a sympathetic, comprehensive portrait of agrarian liberals in the New Deal. They implemented highly innovative but ultimately unsuccessful resource policies on rural poverty, land use planning, and the family farm. Other of their programs survived (soil conservation, rural electrification, energy and water development) and fed into our postwar industrial liberalism. Phillips explains this fascinating "rise and fall" story in quick-paced prose that conveys the excitement of the era. Finally, she reveals the little-known history of agrarian New Dealers abroad--workers in international development after World War II."
-Jess Gilbert, University of Wisconsin at Madison

"A dynamic and interesting look at the New Deal conservationism. Finishing it, the reader is left with a clear understanding of the environment and political consequences of the New Deal agricultural policy, as well as a sense of the potential and limits of mid-century liberalism."
-Jon Fox, EH.NET

"Superb synthesis of political and environmental history..."
-Vivien A. Schmidt, Political Science Quarterly

"Phillips has produced a superb study. This Land, This Nation will become a pivotal reference point for new scholarship on twentieth-century agricultural, rural, and conservation history."
-Lynne Heasley, Western Michigan University, The Journal of American History

"Simply stated, this is an excellent book. Other scholars have covered much of the material related to the New Deal, but this author organizes the material in new ways and provides a superb synthesis of the conservation movement from the Progressive Era to the Cold War. This book's exhaustive footnotes demonstrate the depth and quality of her research. Her writing style is clear and insightful and her conclusions are carefully reasoned....an outstanding work of scholarship."
-Michael W. Schuyler, The Annals of Iowa

"This ambitious, well-researched study engages many of the questions that have driven recent histories of the 1930s. It convincingly traces the connections between the idealism of the New Deal and postwar developments that often seem detached from the ideas embraced by President Franklin D. Roosevelt and his cohort of agrarian planners." -Sara M. Gregg, Journal of Interdisciplinary History

"In this sophisticated reinterpretation, Sarah T. Phillips traces the history and impact of New Deal conservation policy." -Brian Q. Cannon, Great Plains Quarterly

This book provides a fine overview of conservation policies developing under FDR and the New Deal with a section on what they have led to since. I am using this as recommended reading in a course on American Government.

Veto Bargaining: Presidents and the Politics of Negative Power (Political Economy of Institutions and Decisions), by Charles M. Cameron

With one party controlling the presidency and the opposing party controlling Congress, the veto has inevitably become a critical tool of presidential power. Combining sophisticated game theory with unprecedented data, this book analyzes how divided party presidents use threats and vetoes to wrest policy concessions from a hostile Congress. Case studies of the most important vetoes in recent history add texture to the analysis, detailing how President Clinton altered the course of Newt Gingrich's Republican Revolution. Offering the first book-length analysis to bring rational choice theory to bear on the presidency, Veto Bargaining is a major contribution to our understanding of American politics in an age of divided party government.

No Kidding!

The book review does not lie when it calls this book a major contribution. To political scientists interested in formal theory, the presidency, executive-legislative relations, or divided government, this book is one of the best to come along in years. Especially in presidential studies, this book is probably the best to come along since Light's "President's Agenda," and perhaps the best since 1960 and Neustadt's "Presidential Power." For formal theory people, this book is an exemplar of how good, rigorous theory and careful, skilled empirical analysis can work together to produce both a well-reasoned and well-supported picture of the veto and its affect on policy. For those who abhor formal theory, the rich case studies are informative reading, too. Overall, this book is what political science should be about.

Good empirical thought, horrible defense of rational choice theory
By FranMan1187
Let me start with the good. Cameron's evaluation of veto bargaining is well supported by the facts he presents, and the multiple models he elucidates work well to "cover" how and when Presidents will use (or at least threaten) a veto. Especially in the area of divided government, his analysis is rich, intelligent, and could present a decent step forward in how we understand presidential use of veto powers.

Unfortunately, a large chunk of the book is focused upon a truly awful defense of rational choice theory. Let me be honest: I believe that rational choice theory is a flawed but useful way to observe political actors and their decisions. It is prone to the fact that many people act against their own interests all the time, and arguments that attempt to create a single motivation for all political actors in a certain position are often too vulnerable to attack to be accepted as true. However, when used in "broad strokes" for specific actors or specific institutions, and when it avoids making these flawed arguments about single motivations, it typically works reasonably well.

Chapter 3 presents one of the most inane defenses of the subject that I have ever read. Rational choice theory is hardly as controversial as the author seems to think it is, and I found the vitriolic language he used defending it to be borderline insane. It is hardly a broad leap to claim that many individuals act against their own goods, and I did not appreciate being compared to the cardinal who refused to look through Galileo's telescope for considering it a flaw in rational choice theory. It is unacceptable to term rational choice theory "common sense", spend thirteen pages on why you refuse to address logical counterarguments, and then throw heavy-handed insults at those who wonder about typical counterarguments. I have never before read a book otherwise rooted in logic and empirical results that managed to be offensive at the same time. There are many better arguments for rational choice theory to be found, and it serves as an almost paradoxical weak point to an otherwise intelligent and well argued book.

Attempting to give a rating to a book like this is very difficult. On the one hand, the subject the book purports to be about is well defined and well-managed. On the other, the author's unbelievable arrogance and obtuseness in his arguments for rational choice theory are too maddening to really be ignored. I'm going to give it three starts, averaging for the better moments. What's truly incredible is that this would easily be a four-star book if the author had simply removed chapter three. It does nothing to help his arguments, and simply serves to instill disgust on the part of the reader.
